Embratur (Brazilian Tourism Board)
In order to consolidate Brazil as a competitive international destination, Embratur (Brazilian Tourism Board) develops several programs and actions in specific markets, according to the Aquarela Plan – Brazilian International Tourism Marketing Plan. The Plan was launched in 2005 and it defines a number of strategies to target the main tourists’ outbound countries. The campaign to promote Brazil is focused on tourism trade, press and final consumers, working on five segments: Sun & Beach, Ecotourism & Adventure Tourism, Culture, Sports and Business, Events & Incentives.

To promote Brazilian tourism products and services and build business opportunities that enhance tourist demand, Embratur supports tourism organizations that gather the private sector of specific segments and which consistently work with foreign tour operators and travel agents in the main countries of the world. Currently, Embratur supports four segments through partnerships with those organizations: Ecotourism, Golf, Students Interchange and Resorts. These actions contribute to achieve Embratur’s main goals, i.e., to attract more tourists, to increase tourism expenditure and to increase their stay in Brazil, thus contributing to the economic, social and regional development of the Country.

The Ministry of Tourism

The Ministry of Tourism – Mtur - was created in 2003 during President Luiz Inácio Lula da Silva's first term of office. The Ministry's mission is to develop tourism as a sustainable economic activity, which involves the promotion of social inclusion, the reduction of regional imbalances, the environmental protection, the guarantee of fundamental rights, and the preservation of the historical and cultural inheritance of Brazil, in addition to the generation of income, jobs, and international trade revenues.

This Ministry also operates in the areas of infrastructural investments, professional capacity-building, and tourism promotion in order to qualify the major Brazilian destinations as reference points worldwide. Since its creation the Ministry of Tourism practices the decentralized and participative management because it believes that this kind of management is one of the best ways to organize, plan, and operate its business. Therefore, MTur assigns top priority to keeping a permanent dialogue with the Brazilian States and Municipalities, the private businesses, and the social sector organizations. In keeping with these guidelines MTur strives to foment economically productive, socially fair, and environmentally correct tourism activities.
